Three on £200m Brighton and Hove roads deal

21/02/2023 | CHRIS AMES AND DOMINIC BROWNE

FM Conway has won two places across three lots of a highways services framework worth nearly £200m with Brighton and Hove City Council (BHCC).

Alongside FM Conway on Lot 1 are RJ Dance and Edburton Contractors. Dance is the sole contractor on Lot 2, while Conway has Lot 3 to itself.

Lot 1 will see the three films provide civil works, carriageway resurfacing and improvements across projects of varying size and nature, including environmental enhancement works.

A council spokesperson told Highways that although the total value of works in Lot 1 could reach a maximum of £160m, that would depend on what funding the authority receives. According to the original contract notice, Lewes District Council and Eastbourne Borough Councils can use this part of the framework.

Lot 2 is valued at £30m and will see RJ Dance deliver highways safety maintenance, operations and small works.

Under Lot 3, valued at £6m, FM Conway will deliver road lining and studs works across the city.

The framework was awarded in October and will run until 2026 with the option for a further two extensions of two years at a time.

FM Conway said the contract’s scope of works will enable it to provide its wide range of knowledge to deliver improvement projects and asset renewals across Brighton and Hove’s infrastructure, including 60km of road network, 975km of footways, as well as a range of unique coastal structures along the council’s 14km of coastline.

It added that it was selected in part for its drive to deliver materials innovation and low-carbon solutions and will be working in collaboration with the council to maximise social value within the local community.

Mark Tooley, civil engineering director at FM Conway, said: ‘Our commitment to delivering new technologies and low carbon solutions, across every level of our operations, will ensure that Brighton & Hove remains a green and sustainable city for the future.’

Andrew Westwood, head of traffic management at BHCC, added: ‘FM Conway’s values and commitment to low carbon solutions, sustainability, innovation, and social value are very much in line with our own, especially as we work towards our goal if carbon neutrality by 2030.’
